3.2 Superintendents of Departments

Ministers of lower rank—not occupying an upper ministerial post such as those previously described—were called superintendents (adhyaksas). Superintendents were granted authority over a specific area of the king’s business, such as the control of markets, the production of yarn, or management of the elephant corps. Because the king’s chief interest in many of these areas was the generation of wealth, the activity of superintendents is often oriented toward the economic dimensions of their respective spheres. Nevertheless, the complexity of their domains, as is evident, for example, in the duties of the superintendent of mines (akaradhyaksa), demonstrates that these were much more than financial officers. More than anywhere else in the text, the descriptions of these officials give us a sense of the complex systems on which the economic health of the kingdom depended.
